Partner No. 5: Hydro-Engineering Institute of Faculty of Civil Engineering, Sarajevo, B&H

Hydro-Engineering Institute of Faculty of Civil Engineering, Sarajevo was founded 1954 as an independent, market oriented, scientific and research institution for needs of professors, teaching assistants and students of former Technical Faculty that was latterly transformed to Faculty of Civil Engineering, School of Architecture, Faculty of Mechanical Engineering and Faculty of Electrical Engineering. In summer 1991, the Institute was transformed into predominantly privatized company - shareholders company with full responsibility.

The Institute's scope of work includes scientific and research activities, education, planning, consulting services, as well as the revisions of technical-investment documentation from the domain of water management, and hydro-engineering and environmental engineering.

Activities of Institute include among them: hydrologic field measurements, hydrology of surface and ground water streams and lakes, measuring, observation and modeling of water runoff from urban areas, analysis of flooding waves, environmental hydrology, dynamics of surface and ground waters with environmental hydraulics (infiltration, changes of ground waters level, mass and heat transfer), investigation and minimization of water losses in water supply and sewer systems, chemical, radioactive and hydro-biological laboratory analyses of samples for different purposes, monitoring of quality of ground and surface streams, rivers, lakes and seas, research, pilot projects and consulting services related to water treatment processes, planning, optimization and simulation modeling of water and sewage urban and regional systems, optimization and simulation of water management systems, consulting services on legal end economic issues in water sector, consulting services to international partners for projects in B&H, and organization of specialized seminars on the issues related to institutional strengthening of water management utilities.
At present, 35 people are employed at the Institute, more than a half having bachelor, master or doctoral degree. If required, the Institute occasionally engages honorary or retired experienced experts.
The Institute is organized in following departments: Engineering Department with sub-departments responsible for Hydrology and Management, Rational and Applied Hydro-Mechanics, Communal and Process Hydro-Engineering and Hydro-Engineering Structures and Plants. Other departments are Department for Legal and Economy Issues, Department for Computer and Programming Support,
Department for Support to International Projects, Water Quality Laboratory and Department for
Technical and Administrative Support.

Experience of the team:

Department for Support to International Projects work on promoting and developing international cooperation on different levels through performing of consulting, research and training activities within the Projects supported by EU and other International Organizations (USAID, WB, MAP, REC etc). It provides consulting services to international partners for projects implemented in B&H and organize and perform specialized seminars on institutional and management strengthening for water utilities.
During the last few years different project were developed and implemented for the EU Programs such as: Water Sector Institutional Strengthening in Federation B&H – Institutional, Legal and Financial Aspects with Finish and France experts, Water Quality Aspect and Human Resources Development Aspect with Spanish experts; for USAID: Project Assistance for Pilot Water Utilities in B&H - Doboj, Konjic, Orasje and Tuzla, Serial of Workshops and Training Courses for Water Utilities in B&H on different subjects: Waste Water Treatment Plants, Reduction of Un-accounting for a Water, Water and waste water Tariff Structure, Financing and Budgeting Procedures, as well as for World Bank Project Urgent Strengthening of Environmental Institutions in BH.

The activities of Laboratory for water quality testing mainly consist of determination of wastewater physical and chemical parameters required for assessing of pollution load expressed as a population equivalent (PE) and determination of physical and chemical parameters of drinking water.
In addition, Institute's team for water quality testing performs large number of on-site water quality analyses, as well as some quantity measurements.
Water quality laboratory is a member of "Aquacheck" WRC international peer group for proficiency testing, inter-laboratory benchmarking and analytical quality control. The membership in this association allows the detection of consistent bias in particular methods. Laboratory receives samples of known composition at regular intervals, analyze them and send the results to Aquacheck. Laboratory receives a report of its performance for each determinant, which is at the same time the certificate of quality for high quality performance and reliability to our clients.
The laboratory is equipped to efficiently and accurately perform water and wastewater quality analyses.

Department for Computer and Programming Support performs maintenance of internal computing system and provides computing support for different Institute’s Projects dealing with water and environment. During the last few years department supported and implemented water distribution modeling, developing of accounting system for different Public Water Utilities companies in B&H and establishing of GIS for Public Water Utilities in B&H.


Role and Contribution:

Team will contribute to SARIB as follows:

Department for Support to International Projects
- Development of efficient and transparent model of financial system within Sava river basin
- Analyzing existing water and environment policies, strategies, plans and laws relevant for promotion of cleaner production concept in Sava river Basin;
- Assessing different managerial, economy and technical options for wider application of cleaner production in Sava river Basin and developing related general and specific recommendations
- Deriving and testing monitoring tool -"Water Poverty index WPI " within selected Pilot sites and analyzing the results of research;
- Building of information capacities and active participatory approach of stakeholders in Sava River Basin;

Laboratory for water quality testing mainly
- Analyzing water from the Sava river tributaries on heavy metals, nutrients, organic compounds and surfactants on the samples that would be taken on some characteristic site (high industrial, population or agricultural density )
- Performing toxicity test on Daphnia magna and fish Gupa
- Identification of the most polluted tributaries, and hot spots regarding to selected analyzed parameters

Department for Computer and Programming Support
- Construction of data base on the available information on pollution sources due to industry, dense population, agriculture and war;
- Gathering and acquisition of geo-spatial data necessary for the development of a GIS.

Prof. Tarik Kupusović, Ph.D.C.E., leader of WP 5. Graduate on Faculty of Civil Engineering University of Sarajevo, Water Resources Department, obtained B.Sc. in Civil Engineering (1976), Post Graduate Study - Faculty of Civil Engineering University of Zagreb, Water Resources Department, theme "Selective Withdrawal from Stratified Storage Reservoir" obtained Master of Science in Civil Engineering (1983) and Faculty of Civil Engineering University of Sarajevo, Water Resources Department, theme "Contribution to Research of Density Currents in Water Reservoirs" obtained Ph.D. (1988).
He is a professor at Sarajevo University teaching Integrated Water Management, Fluid Mechanics and Hydraulics. As a National Focal point of Mediterranean Action Plan he played an important role in the project Institutional Strengthening of MAP Office for BiH, a LIFE Third Countries Project. As an expert in field of water and environment he is involved in preparation of National Environmental Action Plan for B&H and Strategy for Poverty Reduction in BiH.
He is performing professional, scientific and research activities at the Hydro-Engineering Institute in Sarajevo. As a Director of the Institute he was a local team leader of the projects dealing with institutional strengthening and reforming of water sector in B&H, done together with the several foreign companies including Finish Company PLANCENTER Ltd. Finland, CDM USA, BCOM France and USAID.
His fields of expertise are environmental engineering, hydro-dynamics and fluid mechanics.
Publications: Published over 100 scientific papers.

Mr. Branko Vučijak, Ph. D. M.E, He is producing computing support (CAD, modeling, etc.) for many projects dealing with water supply, wastewater, solid waste management, utility management or other environment related. His Ph.D. thesis "Solution Stability in Multicriteria Decision Making with Application in Hydro-engineering" incorporates real case studies from his experience. He worked on different environment related studies like Country Survey of B&H or Use of Economic instruments in B&H. He also led business information system development, accounting system development in different public water utility companies in B&H. He worked on multicriteria decision ranking on water supply, sewerage, and solid waste for Federation B&H. He established GIS in several municipalities (Public Water Utilities) in Federation B&H.

Ms. Sanda Midzić, M.Sc.G.E. Graduate on Faculty of Civil Engineering University of Sarajevo obtained B.Sc. in Civil Engineering (1993), Post Graduate Study – Mining Geological Faculty Tuzla University, obtained Master of Technical Science (2002).
Throughout her career she was working on different projects related to institutional research and environmental regulation. She was part of the team working on the Project of Institutional Strengthening of Water Sector in F B&H and Urgent Strengthening of Environmental Institutions in BH. After one-year successful co-operation with Regional Activity Center for Cleaner Production form Spain she has been nominated as Cleaner Production Focal Point for Bosnia and Herzegovina. She has been working on building dialogs between stakeholders and on community involvement in several projects including Environmental Regulation of Mine Water, FP5 program and Involvement of local Community in Minewater Pollution Control, GTZ REC.

Mr. Admir Ćerić, M.Sc.E.S. Graduate on Faculty of Civil Engineering University of Sarajevo obtained B.Sc. in Civil Engineering (1991) and Master of Science in Environmental Science on Indiana University, School of Public and Environmental Affairs, Bloomington, USA.
Some of his fields of expertise are: Analysis of water quality of surface and ground waters for the provision of piped water for human and industrial consumption; water and wastewater treatment: water treatment pilot studies, feasibility studies, design & bidding documents and mathematical modeling of groundwater flow, wellhead protection, groundwater protection and pollution remediation, institutional aspects of groundwater protection;
His previous work was related to technical, legal and institutional aspects of the water source protection, institutional aspects of the organization, operation and management of water utilities including water pricing, water supply, water and wastewater treatment, diffuse pollution control and reduction. He contributes to drafting of the Rule on the methodology for the delineation and management of protection zones for drinking water sources.

Ms. Selma Cengic, B.Sc. C.E., Graduate on Faculty of Civil Engineering University of Sarajevo obtained B.Sc. in Civil Engineering (1994). Her key qualifications are environmental engineering and water supply engineering and management.
Throughout her career she was working on different projects related to institutional research of water and environmental issues in Bosnia and Herzegovina. She was a part of the team working on the Project of Institutional Strengthening of Water Sector in F B&H dealing with institutional, financial, legal and human resources aspects.
She played an important role in the implementation of the Project "Institutional Strengthening of MAP Office for BiH" supported by EC Program " LIFE Third Countries" , which one part was particularly focused in mobilization and awareness rising of public and strengthening of cooperation among stake-holders in solving environmental problems in the Mediterranean Region of B&H.
As a civil engineer specialized in environmental issues she was leading the work on compilation and analysis of 130 indicators for sustainable development in Mediterranean countries.
She had been providing consultancy for the development of National Diagnostic Analysis relevant for the assessment of lend based sources of pollution in the Mediterranean basin belonging to B&H.

Ms. Dalila Jabučar Graduate on Faculty of Civil Engineering University of Sarajevo obtained B.Sc. in Civil Engineering (1990). Her main fields of expertise are rational and applied hydromechanics. She was working as a part of the team within a Project Institutional Strengthening of Water Sector in FB&H as well as within project "Institutional Strengthening of MAP Office for BiH" supported by EC Program " LIFE Third Countries". She was involved in the preparation of manual on best available practices for the control and reduction of diffuse pollution in Federation of B&H and coordinates Laboratory testing results of BOD, COD and TSS for SFOR / BROWN & ROOT SERVICES.

Ramiza Alic, B.Sc. in Economy, As an economy expert she had been working on several environment related key projects for Bosnia and Herzegovina. Her responsibilities were mostly related to financial analysis, socio-economic analysis, economic instruments in sustainable development, accounting and budgeting practices of water utilities, water pricing etc. She worked on different environment related studies like Use of Economic instruments in B&H. She has been part of the expert team engaged in drafting National Action Plan (NAP) for Reduction of Land Based Pollution in Mediterranean Region of B&H, as well as team engaged on reporting to the Mediterranean Action Plan on the application of economic instruments for combating the land-based pollution in the Mediterranean coastal areas.

Andja Kalem Perić- B. Sc. Law
Working on the EU and USAID financed projects from the field of water sector and environment she gained great experience in analyses and application of relevant national and EU legislation. Her contribution to the process of preparation of set of six Environmental Laws in Bosnia and Herzegovina and National Environmental Action Plan were very much appreciated by the local and foreign experts engaged for preparation of the laws.
As legal expert, she has been involved in major studies related to the legal and organizational (institutional) aspects of water sector reform in Bosnia and Herzegovina. She was one of the consultants and trainers engaged by the World Learning USAID on capacity building programs for 110 water and sewage utilities in Bosnia and Herzegovina. She has been engaged as regulatory expert for water utilities management. She was also legal expert engaged on establishment B&H Water Works Association.
