Role and Contribution

The role of the Mihailo Pupin Institute within the SARIB project will mostly consist of provision of information technology support to other partners, having extensive experience and remarkable expertise in data base and information systems development, geographic information systems, decision support systems, multicriteria analysis and assessment, web portal development etc.

It will contribute to SARIB within the following tasks:

- design of database modul on pollution sources
- collection of geo-spatial data necessary for the development of a GIS
- gathering, assessment and validation information regarding soil remediation technologies and water treatment technologies
- establishment of web site of accessible database of the above technologies, user-friendly data-entry system for simple updating of the repository, and a corresponding search-engine enabling fast and accurate information-finding (according to the rich set of criteria and/or their arbitrary combination)
- compendia on soil remediation technologies and water/wastewater treatment technologies;
- development of consistent, measurable indicators for key technical, environmental, and economic criteria that influence selection and deployment of technologies;
- selection of suitable indicators aggregation algorithm;
- documentation, evaluation of gathered information;
- development of a flexible, multi-criteria decision support system (tradeoffs among criteria on the basis of contaminant type, cost of remediation, clean-up time and other user’s specific needs)
- help in dissimination


Experience

The Mihajlo Pupin Institute (MPI), is a leading Serbian and Montenegrin R&D institution in information and communication technologies, the biggest and the oldest in the whole South Eastern Europe area.. The institute was founded in 1946 and has about 250 researchers (7 Professors, 14 PhD, 30 MSc, etc.). At the MPI the projects of critical national importance have been conducted, combining systems engineering and information technology to develop innovative solutions in the area of water supply management, electrical power system management, e-government, information systems for public administration services,, traffic control, , etc. For projects on a large scale, IMP assembles a team with the best mixture of expertise appropriate to that specific engagement.

The areas of remarkable expertise and experience are:

- system integration and networking,
- information systems for government and industry, Internet/Intranet IS
- e-collaboration, e-commerce, e-government applications
- decision support systems, expert systems, intelligent Internet applications, MCDM
- process control and supervision,
- simulators, training aids, specialized H/S systems
- signal and image processing (telecommunications, medicine, quality control)
- real-time systems (large scale and embedded)
- turn-key engineering solutions

The MPI expertise in Web-specific technologies is amplified by prior years of experience in networking and more traditional forms of database applications development. The IMP has participated in the development of Intranet/Internet applications for such clients as the Government of Serbia (internal revenue service, citizenship registration, electoral lists, etc.), Central Bank of Yugoslavia (web repository of business reliability data for 100000 legal entities in FRY), BASF (decentralized IT project planning and tracking system), etc.

- Management of the Water Supply System for city of Algiers in Algeria
- Management of the Irrigation System for Strezevo - Bitola, FYR Macedonia (over 20.000 ha)
- Management and control of Sullana Dam and respective irrigation system Cira-Piura in Sullana, Peru.
- Decision Support System for Technology Sustainability Assessment ( Serbian Ministry for Science, Technology and Development).

Bio-sketch of the scientific person in charge for MPI part of SARIB project

Prof. Sanja Vranes PhD, a person in charge of The Mihailo Pupin portion of SARIB project, is jointly appointed as a Scientific Director of the Mihailo Pupin Institute and as a Professor of Computer Science at the University of Belgrade. From 1999. she is also engaged as an United Nations Expert for information technologies. She has been working on applying techniques from artificial intelligence and operational research to practical problems in different domains, including holistic technology assessment and foresight, environmental decision support systems, financial decision making, industrial diagnostics, intelligent web applications, web services, etc. Her research interests include intelligent agents, semantic web, decision support systems, multicriteria analysis algorithms, etc. In these areas she published over 100 scientific papers.
